I. Request for proposal - Subject of the contract
1. Type of contract
Services
2. Description of the subject of the contract:
1) The subject of the contract is the service of placing information about the Medical University of Bialystok in a global search engine of information on universities.
2) The aim is to facilitate the recruitment process of foreign students for the English-language study course: medicine conducted by the Medical University of Bialystok.
3) The task is financed in the project entitled "All roads lead to the MUB. Modern tools for the development of international promotion and the use of IT technology in building the University's potential" financed by the Polish National Agency for Academic Exchange under the Welcome to Poland Programme.
4) The text, graphics and substantive content to be included in the global search engine will be provided by the Contracting Authority to the Contractor after accepting the bid proposal form and placing the order.
5) As part of the service, the Contractor in cooperation with the Contracting Authority will create a profile of the Medical University of Bialystok, in accordance with the Contracting Authority’s requirements.
6) Period of placing information about the Medical University of Bialystok – 24 months.
7) Number of study course about which information will be published – 1 study course (6-year English-language medicine course)
8) Placement of a university profile containing detailed information about the university. The profile must include the possibility of inserting at least one English-language promotional film, photos, text information about the university, links, information about myMUB – official mobile app of the MUB and links to the online shops with the mobile application. Textual information about the university will contain information about the educational offer, scientific and research potential, infrastructure and information on English-language studies conducted as part of the English Division of the Medical University of Bialystok, organisation of the academic year, a set of practical tips on the functioning of the academic community of the Medical University of Bialystok, links to the University social media, links to online promotional materials, i.e. brochures/leaflets/guides.
9) The profile should contain a field for writing and sending questions from candidates visiting the University profile, which will be sent to the e-mails of the representatives of the Contracting Authority.
10) It is required that the minimum number of visitors to the portal in 2019 was at least 2 million.
11) The program of English-language studies in medicine will be indexed on a portal containing a search engine of all Master study programs from around the world, conducted in English and within a criterion: medicine or a similar category covering medical studies.
12) It will be possible to update the data on the profile any number of times, according to the Contracting Authority’s instructions.
13) Ads / banners of other search engine customers may not be displayed on the profile of the Medical University of Bialystok.
14) As part of the service, the Contracting Authority will receive quarterly reports on the results of the promotional campaign, in particular statistics, including information about a country from which visitors entered the University profile.
15) The Contractor will delegate a person(s) who will be responsible for cooperation with the Contracting Authority, including assistance in creating the University profile, updating the profile, optimising the scope of information on the University profile.
16) The Contractor shall present the offer on the provided bid proposal form constituting Appendix 1 to this request for proposal.
17) The contractor will attach to the bid proposal form constituting Appendix 1, a detailed description of proposed functionalities, including visualisation of an example of the university profile and statistics of the web portal visits in 2019.
18) Payment for the service shall be made in 2 stages: within 30 days of issuing the invoice for the first 12 full months of the campaign (the invoice will be forwarded to the Contracting Party within 14 days of launching the Contracting Authority’s full profile on the portal) and within 30 days of issuing the invoice for the next 12 full months of the campaign (the invoice will be forwarded to the Contracting Party within 14 days of starting the second year of the campaign).
II. Assessment criteria:
The evaluation of the offers will be based on the following criteria:
Price of the subject of the order – 100%.
The cheapest offer will be selected from among the offers that meet the requirements described in paragraph 2 (Description of the subject of the contract). In the case of several offers with the same price for the overall performance of the service, selected bidders will be asked to submit the offer again.
III. Order completion date:
20 days from the date of acceptance of the Contractor and placement of the order by the Contracting Authority (the period in which the University profile will be created). The University profile will be posted for 24 months.
IV. Requirements for the Contractor:
- possessing the authorisation to conduct business activity in the scope consistent with the subject of the order - the Contracting Authority requires submitting a document confirming the authorisation to conduct business activity (registration document);
- having at least one person (i.e. a dedicated campaign manager) who has at least two years of experience in operating the portal dedicated to universities and cooperating with the client.
- running a global search engine for information on educational programs around the world - the search engine must have been active for at least 3 years, should contain a university index from at least 40 countries and include information on at least 400 universities from around the world.
- the minimum number of visitors to the web portal in 2019 was at least 2 million.

- A copy of a valid document confirming the right to conduct business activity;
- Statement on the lack of personal or capital connections with the Contracting Authority (Appendix 2 to the request for proposal);
- A detailed description of the proposed functionalities, including visualisation of an example of the university profile and statistics of the web portal visits in 2019.

4. Deadline for submitting offers (date and time):
02 July 2021, 15:00 CET. Offers can be sent by e-mail in the form of a document scan, by post or submitted in person. The date of receipt by the Contracting Authority is decisive.
5. Place:
The offer must be submitted in person, by Post or courier or via e-mail.
a) Offers submitted in person or by Post or courier should be submitted to the University Main Office of the Medical University of Bialystok, Jana Kilińskiego 1, 15-089 Białystok.
The offer should be submitted in an envelope addressed to: Medical University of Bialystok, Jana Kilińskiego 1, 15-089 Białystok, necessarily with a note: "Global search engine - request for proposal no. AWM/NAW/6/2021/TM. Do not open before 02 July 2021, 15:00".
b) The offer may also be sent by e-mail in the form of scanned documents to the e-mail address: tomasz.maliszewski@umb.edu.pl
When submitting offers, the date of receipt by the Medical University of Bialystok is decisive. Offers that are submitted or received after the above mentioned deadline will not be considered.
6. Medical University of Bialystok reserves the right:
- not to consider offers which are received after the deadline;
- to change the scope of proceedings;
- to cancel the procedure without giving a reason.
In the case of several offers with the same price for the overall performance of the service, selected bidders will be asked to submit the offer again.

Information clause concerning processing of data related to the implementation of an order outside the scope of the Act on Public Procurement Law, worth less than 130,000 PLN net.
In accordance with art. 13 of the Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016. on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and the repeal of the Directive 95/46/EC (General Data Protection Regulation), hereinafter referred to as "GDPR", the Medical University of Bialystok informs that:
- the administrator of personal data is the Medical University of Bialystok, ul. Jana Kilińskiego 1, 15-089 Białystok, NIP 542-021-17-17, REGON 000288604, represented by the Rector,
- The Medical University of Bialystok has appointed a Data Protection Officer who can be contacted regarding personal data matters by sending information to the following e-mail address: iod@umb.edu.pl or via other contact details provided on the University's website,
- the personal data will be processed for the purpose related to the implementation of an order outside the scope of the Act on Public Procurement Law, worth less than 130,000 PLN, on the basis of:
- art. 6 section 1 b of the GDPR, processing is necessary to take action in order to
conclude an agreement with a natural person,
- art. 6 section 1 c of the GDPR, processing is a legal obligation of the University as
is an obligation to make public spending, accounting in a purposeful and economical manner
in accordance with the Public Finance Act, the Accounting Act,
- recipients of the personal data may be contractors, persons requesting access to public information, other entities authorized under legal provisions and entities based on data processing agreements concluded with the Contracting Authority, in particular entities providing and supporting IT systems,
- the personal data shall be stored for a period resulting from the archiving provisions, i.e. 5 years after the completion of the order or agreement,
- providing personal data is not obligatory, but failure to do so may prevent the Contracting Authority from evaluating the offer, which will result in rejection of the offer or exclusion from the proceedings,
- any person whose data is processed has the right to access the content of their data and the right to correct, delete, restrict its processing, the right to transfer the data – if necessary, on the terms and in the manner specified in the GDPR. The exercise of the right to rectify must not alter the outcome of the proceedings or the provisions of the agreement and must not affect the integrity of the protocol and the appendices.
In order to exercise your rights, please contact the Data Protection Officer,
- every person has the right to file a complaint to the President of the Personal Data Protection Office, ul. Stawki 2, 00-193 Warsaw, if they decide that the processing of personal data violates the provisions of the GDPR,
- based on the personal data, the Administrator will not make automated decisions, including decisions resulting from profiling within the meaning of the GDPR.
